A plan that aims to put in place robust, pervasive, high quality and affordable digital connectivity for the well-being of the people and progress of the country
general public, all sectors, Ministries, state governments, local authorities, government agencies
NFCP is a 5-year Plan that continues to be developed in consultation with relevant stakeholders.
These objectives are translated into a series of targets to be achieved through four strategies namely:
1. Manage funding for NFCP from a variety of sources in a prudent and sustainable manner; and leverage on relevant regulatory policies and instruments where necessary.
2. Optimise digital infrastructure development and deployment nationwide, and clear impediments
3. Regional and international networks are connected extensively with domestic networks.
4. Enhance connectivity in high impact socio-economic sectors such as education, agriculture and health care, small and medium enterprises and underserved areas.
The targets for NFCP are:
1. Entry-level fixed broadband package at 1% of GNI by 2020.
2. Gigabits availability in selected industrial areas by 2020 and to all State Capitals by 2023.
3. 100% availability for premises in State Capitals and selected high impact areas, such as public transportation hubs and ports, with a minimum speed of 500Mbps by 2021.
4. 20% availability for premises in sub-urban and rural areas with up to 500Mbps by 2022.
5. Fibre network passes 70% of schools, hospitals, libraries, police stations and post offices by 2022.
6. Average speed of 30Mbps in 98% of populated areas by 2023.
7. Improve mobile coverage along Pan Borneo highway upon completion.
The NFCP is a fibre-first plan, and the priority will be to expand fibre to as many premises as possible. However, not all areas can be fiberised, due to the high costs involved and geographical terrain, particularly in rural and remote areas. Other forms of technologies, such as wireless and satellite technologies, will be leveraged upon to ensure that broadband services are accessible by everyone, including those living in rural and remote areas.
The NFCP implementation is based on two main pillars, namely:
1. Implementation of infrastructure projects, which would involve deployment of fibre optic networks, mobile communications transmitters, submarine cables and satellite services at identified areas; and
2. The formulation of policies on matters such as removing barriers that hinder fast and cost effective infrastructure deployment at state level, ensuring optimised use of spectrum for better quality and wider coverage of mobile broadband, improving the competitive landscape of the industry, promoting infrastructure sharing and other related policies.
The key focus areas under the NFCP are as follows, and this will be expanded over time, depending on future needs:
1. State capital and main towns;
2. Rural areas and underserved groups to bridge the digital divide;
3. High-impact areas such as areas close to main transportation hubs and industrial areas;
4. Fiberisation of communication towers (to support LTE and future 5G services);
5. Schools, hospitals, libraries, police stations and post offices;
6. Communities within Felda areas and Orang Asli settlements;
7. Education, health care, agriculture and SME sectors; and
8. Major transportation hubs such as harbours, airports, etc.
